Hello Atif,
Thank you for taking the time to take our Customer Support survey. We appreciate all the feedback and suggestions we get from our customers and we want to do everything we can to improve your experience.
When the Whistle doesn't connect, normally this is due to AT&T coverage or environmental factors, it depends on the coverage in the area that you are at. I checked your notification history and I do see that it had an issue connecting to a track session back on July 25th, and this was probably do to coverage at that time. I do not see any of these messages since then, I do see it's let you know when the pet left your residence and when he's returned.
Our devices do use the AT&T 3G network though, and if you are in an area with weak coverage it will not connect, we aren't blaming AT&T, this is just simply how the device works.
We did release two new devices at the beginning of August, the Whistle GO and GO Explore, these devices use the much stronger AT&T 4G network. If you were interested in trying one of these out I can give you a link to purchase one at 20%, I would also be willing to add a free months subscription to your account as well.
If you don't like this device you could return it for a full refund within the first 90 days of purchase also.

This link has a lot of good information on the new devices. Just reply back and let me know what you'd like to do, I would like to help you out any way I can, but honestly, a replacement Whistle 3 wouldn't remedy the issues you are seeing.
